Planning Policy: on renewable and low carbon energy is set out for regional and local planning bodies in the following Planning Policy Statements:

PPS1: Planning and Climate Change (Supplement to PPS 1)

  • Encourage greater use of decentralised and renewable or low carbon supply systems and networks
  • Identify sites for decentralised and renewable or low carbon energy
  • Set area and site specific targets for decentralised and renewable or low carbon energy
  • Policies must be based on sound evidence and set out in DPDs
  • Progress should be reported in annual monitoring reports

PPS22: Renewable Energy

  • Recognise the full range of renewable energy sources, their characteristics, locational requirements and potential
  • Encourage integration of small scale renewables in new developments (requirements superseded by PPS1 Supplement)
  • Regional targets should be set as minimum of installed capacity
  • Does not apply to offshore renewables or CHP developments (unless fuelled by a renewable resource)
