Introduction

Planning authorities have a responsibility to tackle climate change. A robust evidence base should be developed to help set local planning policy, including decentralised and renewable or low-carbon energy targets. These targets should fit in with the wider context of tackling climate change through sustainable community strategies, transport, education and procurement.
