Monitoring progress in implementing renewable and low carbon technologies through development control may require the following information to be collected:

  • Data on applications received and permission granted, including scale of development, proposed uses, predicted energy demands and proposed energy technologies. This may be collected through the applications recording system (CAPS) or recorded separately by development control officers
  • Confirmation of installation of technologies and compliance with conditions, including records of post construction checks, which may be conducted by Building Control
  • Data on actual renewable and low carbon energy output, measured on an annual basis

Monitoring data collected through the development control process will need to feed back into the review of planning policy.

Planning policy or conditions can require developers to install equipment that enables remote monitoring of energy generated by renewable or low carbon technologies that have been installed. City Knowledge is an approach that is being promoted to monitoring renewable and low carbon energy technologies. It is a web based service offered by Metropolis Green LLP, which allows developers to register a new renewable energy installation and provides online monitoring data on energy generated by them, which is collected using measuring devices installed on-site.
